Why does it take 5 cups of water to cook 1/2 cup of rice? That sounds like too much water.

Water is free...don't sweat the small stuff. You are draining the water and starch off the rice after par boiling anyway.

I'm confused about the rice. Does it finish cooking while baked? I've never used partially cooked rice in a recipe. I was also wondering if I used pre-cooked how much would I use? Was thinking about 11/2 cups. This recipe sounds so delicious and it's something different! Can't wait to try it!

I would not used pre cooked rice. Follow the directions. Boiling for 5 minutes will par cook the rice and get it started. It will finish cooking in the casserole with the 2/3 cup half and half and that should be a very rich and creamy rice.
